Introduced in the last beta, you can now tag multiple photos with the same tag. This was added in Beta 2. So, for example, if you have a lot of "21st birthday" photos, you can add the same tag to all of the photos in one shot.
To do this, go to http://pictures-beta.aol.com/ select "My Gallery". At the bottom of the page you will see the option to "Add Tags". You'll then see a screen with all your photos -- click on each one to select, then add a tag. The tag will be applied to the highlighted photos. The example below shows tagging the photos hightlighted in green as tag "dogs".
