COLTON - With less than a week to go before the fate of Mayor Kelly Chastain is decided in a recall election, it looks as though Mel Albiso will be her biggest threat.

Albiso, a Colton Joint Unified school board member; and three Colton City Councilmen - David Toro, Richard DeLaRosa and Vincent Yzaguirre - are vying for Chastain's seat in the June 3 election.

According to campaign finance statements, Albiso has raised $29,854.60 since announcing his run for mayor in March.

Of that, $10,000 came from the election committee of Congressman Joe Baca, D-San Bernardino; $2,500 from the election committee of his son, Rialto City Councilman Joe Baca Jr.; and $3,600 from the election committee of Gil Navarro, an elected member of the county board of education who is running for state Assembly.

As of Wednesday, Chastain still hadn't filed her campaign filing statements. The deadline was May 22.

She said she plans on filing the forms today, and cited a conference she attended last week in Las Vegas, a long-planned family outing during the holiday weekend, and the fact that she and her husband are gathering all the data and filling out the forms themselves as the reasons for the delay.

Her biggest contributors, she said, have been Beverly Hills-based developer David Wiener and family, who along with their corporate entities have contributed $15,000.

$5,000, the Colton Firefighter's Association $2,500 and Colton Disposal $1,000, Chastain said.

Chastain's opponents suspect she intentionally delayed filing her campaign statements, called 460s, to conceal the source of her contributions until the eleventh hour.

"It's a public trust issue," Albiso said. Gary Grossich of Citizens for Colton First called it "ironic." He said Chastain made an issue of Colton First not meeting their quarterly filing deadline in March.

"I think she's probably more willing to pay the fine than to disclose where her money's coming from," said Grossich. "I think they're very hypocritical; it's really big in Colton."

Chastain denied those allegations.

"Absolutely not. It's not by any means deliberate," Chastain said.

Doug Blinkslop, the Colton representative for the San Bernardino County Professional Firefighters Association and a Chastain supporter, said the recall is unwarranted.

"Number one, it's divisive. That can be seen with how things are going here in Colton now," said Blinkslop. "Where were Colton First when we had all these elected leaders breaking the law?"

Councilman David Toro said he didn't have to file 460s because his contributions didn't top $1,000.

"My campaign contributions totaled $530," Toro said, adding that longtime Colton resident and business owner Art Thompson donated $200, and other residents and supporters donated small amount not exceeding $50.

Councilman Richard DeLaRosa has received about $3,700 in contributions - the biggest contributor being Auction Meats meat market on Valley Boulevard, which donated $2,500. It stands to be relocated if the city's 280-acre Superblock retail and business center goes through.
