Publishers

I have a finished manuscript so all I have to do is find a publisher. I’ll just mail off a few manuscripts to a few publishers who specialize in fantasy novels. A few weeks later and the manuscripts are returned with a wish for the best of luck in finding a home for my project. Hmm? Luck? Is that what I need? What to do next?
