Bush applauds troops, reassures Katrina victims???

 

WASHINGTON (AP) -- President Bush on Saturday renewed the nation's commitment to help victims of last year's Gulf Coast hurricanes and thanked U.S. troops fighting abroad.  {Can you believe the arrogance and gall of this man???  I's been over a year and he "still" hasn't done a damn thing for Katrina Victims. People are "still" homeless, jobless, and penniless!!!  Their neighborhoods are "still" devastaed!!!}

Inhis Saturday radio address, Bush said Americans are grateful to those who rallied after hurricanes Katrina and Rita to bring food, water and hope to people who lost everything.

"We renew our commitment to help those who are still suffering and to rebuild our nation's Gulf Coast," Bush said. {Why the hell don't you "release" approximately $1.6 Billion Dollar  Foreign  "DONATIONS" for Katrina Victims???  Have you  "DIVERTED" those to  "ISRAEL" and the Iraq War???}

Next week, the president will attend a NATO summit in Europe and will meet in Jordan with Iraqi Prime Minister Nuri al-Maliki. On Saturday, he reminded Americans that many U.S. troops are spending the holiday weekend far from their families.

"We know that their service makes it possible for us to live in freedom," Bush said.  {Give me a Freaking break, the Iraq War doesn't have  "ANYTHING" to do with us living in "Freedom."  It's all about  "ISRAEL,"  "OIL" AND "GLOBALIZATION"!!!}

He said the desire for freedom that led pilgrims to America still guides the nation today. "While they were only a shivering few, we are now a strong and growing nation of more than 300 million."  {YEAH RIIIGHT???  After they "MURDERED"  the Native Americans and "STOLE"  all of their Land.!!!}

On Tuesday, Bush visited U.S. troops stationed at Hickam Air Force Base in Honolulu. He stopped there on his way back from a trip to Indonesia, Singapore and Vietnam.

"Our service members there have deployed around the world to fight the terrorists in Afghanistan and Iraq, conduct important maritime exercises in the Pacific, help deliver humanitarian aid to the victims of disaster and fight drug trafficking," Bush said.  {We don't even have a "War on Terrorism,"  nor do we have a "War on Drugs"!!!!  "Afghanistan" is the "NUMBER ONE" one in Drug Trafficking in the world!!!  Thanks to the  "CIA,"  COCAINE iMPORT AGENCY!!!}

He singled out Marine Cpl. Jason Dunham of Scio, New York, who died after throwing himself on an enemy grenade, saving two of his fellow Marines in Iraq. The Medal of Honor -- the nation's highest decoration for valor -- will be given posthumously to Dunham, who died April 22, 2004, after an ambush near the Syrian border.

"This Thanksgiving, our thoughts and prayers are with his family and with all military families, especially those mourning the loss of a loved one," Bush said.

NEW ORLEANS (AP) - Though poor and minority neighborhoods suffered the brunt of Katrina's fury, residents living in white neighborhoods have been three times as likely as homeowners in black neighborhoods to seek state help in resolving insurance disputes, according to an Associated Press computer analysis.

The analysis of Louisiana's insurance complaints settled in the first year after Katrina highlights a cold, hard truth exposed by Katrina's winds and waters: People of color and modest means, who often need the most help after a major disaster, are disconnected from the government institutions that can provide it, or distrustful of those in power.

The Littles and the Kitchens watched helplessly as Hurricane Katrina battered their homes.

Both families waited patiently for an insurance adjuster to settle their losses. And both were sorely disappointed with the outcome. Then, their paths diverged.

Richard and Cindy Little, a white couple living in a predominantly white neighborhood, filed a complaint with the Louisiana Department of Insurance. Eventually, they won full reimbursement for their repairs.

Doretha and Roy Kitchens, a black couple living in New Orleans' overwhelmingly black Lower Ninth Ward, simply gave up and took what their insurer gave them. They didn't know they could appeal to the state.

"The blacks didn't complain 'cause they got tired," said Doretha Kitchens, 58, who recalls numerous phone calls to her insurer that often ended with her being put on hold. Ultimately, she accepted her insurer's offer of about $34,000 for damages that actually total more than $120,000.

The insurance industry and state regulators say they made special efforts - even in the midst of Katrina's chaos - to reach out to poor and minority neighborhoods to inform them of options.  {YEAH RIIIGHT???}

But their ad appeals on local radio did little to inform the thousands of mostly black residents who were displaced to Houston.

And giving a toll free number for help didn't help poor minorities who stayed behind with no telephone or cell service. Officials acknowledge victims slipped through the cracks.

"The message doesn't get to everyone," Louisiana Insurance Commissioner Jim Donelon said.

More than a year after the epic hurricane laid waste to much of the Gulf Coast, frustration and anger still simmer.

More than 700,000 insurance claims were filed for damage resulting from Katrina in Gulf Coast states and to date, only $14.9 billion out of $25.3 billion in insured losses have been paid, the national risk modeling firm ISO estimates.

In Louisiana, more than 8,000 residents have filed Katrina-related complaints with the state insurance office. Using open records law, AP obtained the files of more than 3,000 complaints that have already been settled and analyzed the outcomes by the demographics of the victims' current zip code neighborhood.

Nearly 75 percent of the settled cases were filed by residents currently living in predominantly white neighborhoods. Just 25 percent were filed by households in majority-black zip codes, the analysis found.

The analysis also suggests income was a factor. The average resident who sought state help lives in a neighborhood with a median household income of $39,709, compared with the statewide median of $32,566 in the 2000 Census.

AP analyzed 3,118 complaints filed by homeowners still living in Louisiana. The state's data did not identify whether the addresses on complaints were the same locations as the damaged homes.

The state also refused to release any information on approximately 5,000 complaints still under review.

The findings surprise few on the front lines of a disaster that has reawakened issues of racial equality.

Donelon, the insurance commissioner, said his department made an extra effort to reach as many people as possible and let them know the agency was willing to press their case with insurers.

State workers crisscrossed the state, using mobile complaint centers, user-friendly Web sites and advertisements on television and radio. When complaints were received, state insurance officials determined whether they had merit, and lobbied insurance companies for more money for homeowners when warranted.

That message, however, never reached the water-stained stoop of Doretha Kitchens' house, which was enveloped in a 9-foot wave of muddy water when the Lower Ninth Ward's aging levees broke. For months, she had no access to computer, radio or TV and couldn't hear the state agency's messages.

Kitchens also didn't know she could appeal Allstate Corp.

(ALL)'s settlement offer to the state, but doubts it would have changed anything. Her husband, she said, simply lost faith that anyone would help.

"My husband didn't want to be bothered. I asked him, 'Why don't we sue the insurance company?' He said, 'They ain't gonna do nothing no way.' White just decided they was gonna go file. Black, we just gave up easier."

The Kitchens didn't have flood insurance but their dispute with the insurer was over damage in their attic, where winds ripped off the roof.

At first, Richard and Cindy Little didn't fare much better.

The crashing limbs unleashed a cascade of water that spoiled the walls, soaked the hardwood floors and brought puffs of pink insulation tumbling from the ceiling.

When their insurer agreed to pay only two-thirds of the cost of the repairs, the Littles used their savings to cover the cost of the construction - then began battling Allstate, the state's No. 2 insurer, over the final settlement.

They wrote letters to congressmen, secured copies of an adjuster's report, spent hours compiling receipts, made countless phone calls and filed a complaint with insurance regulators.

Eventually, their efforts paid off, but they acknowledge the fight wasn't easy and that the family's finances played a large role in their perseverance.

"We had money in the bank so we could wait them out," said Cindy Little, 50. "We could wait to get what's owed."

"It's kind of scary to think of fighting a big corporation," added Richard Little. "I can see how people with not as much money, education, take what's given them."

Mike Trevino, a spokesman for Northbrook, Ill.-based Allstate, said the state agency had treated minority and white homeowners equally. The figures obtained by AP support his contention.  {YEAH RIIIGHT???}

In cases where Louisiana insurance regulators were able to get more money from insurers for homeowners, the amount for minorities and whites was roughly the same: about $40,000.

But Trevino also acknowledges that the insurer was overwhelmed by the scope of the disaster that led half of its 300,000 Louisiana customers to file claims.

"It could be that there were mistakes, that it wasn't a good performance by the adjuster. But what's important to remember is that it was then, and still is, an extraordinary event ... and it certainly did stretch our ability to serve customers in the very best way possible," Trevino said.

Though there was no disparity in the outcome of state complaints, the racial divide is clearly apparent in who accessed the system and how often they did so.

In New Orleans, where blacks made up two-thirds of the 454,863 pre-Katrina population, only about 445 homeowners resolved complaints with the state department. In contrast, the mostly white residents in suburban Slidell resolved more complaints (489) even though their population is 16 times smaller.

Minority distrust in government also shows up in polling. AP-Ipsos polls taken shortly after the hurricane last year showed 56 percent of minorities said they doubted the government could really help them during a disaster.

Alan Jenkins, a former Justice Department official in the Clinton administration who lobbies for minority opportunities, said AP's analysis reinforces a little-discussed reality exposed by Katrina.

"The promise of opportunity isn't equally available," he said. "Race and income has made a big difference in people's ability to start over."

Jenkins said state and federal agencies need to adopt different techniques to reach historically disadvantaged neighborhoods.

Aloyd Edinburgh, who lives not far from the Kitchens in the Lower Ninth Ward, exemplifies the problem.

The 75-year-old retired cab driver said he doesn't have much use for insurers or state regulators. All around him are signs of abandoned battles - buckled homes, distorted cars, hip-high weeds and the smell of decay.

Edinburgh's insurer gave him $35,000 out of a policy worth $85,000. He is slowly and painstakingly repairing his gutted house, sleeping in a trailer parked in his driveway.

Like many in his neighborhood, he didn't know the state could help. But like many neighbors, he has little faith - and at his age - little time.

"The best thing I can do is take the money I did receive and go to work," says the old man, his eyes clouded with cataracts. "Am I satisfied? Hell, no, I'm not satisfied ... Am I mad? Hell, yeah, I'm mad. But to complain about it. What's the use?"

Kkkk Harry_lee_1 The KKK has grown in diversity.  Since Sept 11 and Bush declared selective war on the enemies of his oil buddies in Saudi Arabia.

The out cast middle east Arabs and the KKK have been getting very, very cozy! The Arabs just cant stretch their Muslim minds to even consider that their fellow Arab brothers in Saudi Arabia have been in bed with the Bush family for generations so they do what any Arab normally does...

They blame the Jews for the invasion of the Middle East! New Orleans own David Duke being the breakout American Jew hater, all of a sudden had an army of Arabs who shared in his hatred and they had a state to immigrate into and penetrate..Louisiana.

In Louisiana where the banking system will discriminate against natives of this state but will give Arab immigrants great business loans with the best rates, they have started to monoplize business in certain areas.

This isnt a mistake! The KKK uses Arab businesses to recruit it's members.  One can always tell the KKK when they have a politician in office. 

When former Gov. Foster of Louisianan went into office, the confederate flags went up on bumper stickers around Louisiana.  Confederate flags were raised in the suburbs and David Duke t-shirts came back into style.

A white female whose boyfriend happens to be African-Americans was approached by an elderly white lady to attend a Klan meeting in Jefferson Parish, where she worked for an Arab man from Lebanon.  The older white lady didn't realize that her potential recruit was dating a black guy!

When the African-American Churches were being burned in the South under former President Bill Clinton's administration the FBI apprehended 2 Mexicans along with 4 whites!Mexx

So, we have Mexicans, East Indians and Arabs who act as double agents for the KKK. 

In Jefferson Parish the KKK is very vibrant.  I have spoken to people who have been approached to attend these meetings.  One white female, said that it is a who's who of law enforcement, judges and business men.Jin

Former KKK leader, and residence of New Orleans, David Duke, wanted the FBI to stop accepting when a Mexican did a crime and then said he was white!

David Duke felt that this backfired when the entire point of using brown "tokens" were to take the criminal heat off of white members of the KKK.  When the KKK launched project "token"-they didn't realize that Indians from Latin America had all started checking off the "white" box afterbeing arrested by the FBI. 

David Duke actually launched an official petition to stop the classification of some Hispanics as being a member of the white race.Kkf

Many businesses in new Orleans support these hate groups. 

While growing up in New Orleans, I used to love the Walden Book store on Canal Street.  I was working part time on Bourbon street as a time share solicitor and as soon as I got paid, I would go to Walden Books and spend my entire paycheck at the book store.

The day before they went out of business, they threw David Duke a book signing party!  So, you never know where your money is going around this town.

David Duke worked his way up the KKK, and they saw a passionate guy that could work his way into the kangaroo political system of Louisiana.

Louisiana is the only state in the South that has pockets of people who have a very non-Southern, progressive attitude that resembles the Western European more than Mississippi or Alabama. T

his is mostly due to Creoles and Cajuns as well as the white artist & intellectual types and the gay community.

The African-Americans accept this status quo and the inflow of people from surrounding states attempt to bring their ignorance into this state and are very successful at disseminating their mentality! Protestant black churches do not even address these issues that affect their community.

There are many Reverend types who proclaim to be leaders but are just as bad for their own people and just as sinister than the KKK!

Louisiana was here before there was a Southern U.S. and culture. This is what drives the KKK crazy about Louisiana's political system. They just cant assimilate the mainstream into American Nazism.

 David Duke knew that his race hating against people of color were only good in the South and other areas of the U.S. but when he wanted to be the "Great White Hype" he had to be a quick study in anti-semetism. 

The hatred of the Jews is the common thread outside of the U.S. and he turned from African-American and mixed race hatred to Jew hatred. This opened up a whole new world for the little Louisiana Nazi boy. 

So, with David Duke having set his sights on the bowels of Eastern Europe the KKK decide to start grooming some non-white tokens!

Many of the Arab Muslims who have a deep rooted hatred against the Jews send financial aid and letters of support to David Duke.   

David Duke's agenda was to convert all of non-Jewish Russia into a haven for Aryan blood. 

He has accomplished about 30% of his goal.  A non-white Aryan looking person (even if your white with dark hair or eyes you may be a victim of racial violence) person walking through any street in Russia will not only be called a "ni**er" but you will be beaten severely. 

The Russians are so desperate for any form of belief system that David Duke is treated like Princess Diana whenever he tours this country.  David Duke can command thousands of people that will sell out his Neo-Nazi lecture tours throughout the Soviet Union.

The KKK included many politicians who are in office and when they come into Louisianan politics, the funding is usually coming from Texas and many of them come from Texas. 

There's many races for President of rural Parish areas with Texas politicians who are running and being funded by old Southern "good ole Boy" confederate money.David

There is a well known Arab business man who host numerous KKK Nazis rallies.  The Arab man openly allows KKK to recruit his workers in Jefferson Parish. 

I noticed that while the men who are members of the KKK usually are introduced through work in certain industries like law enforcement, judicial fields, and state government agencies the women are usually approached on the street.

The current symbol of the KKK appears to be the confederate flag.  I know the main stream media is saying this doesn't represent any racism ideologies or mind set but I say that they are lying. 

It is easy to set on a sound stage in New York and run your mouth on MSNBC about the KKK but when you live among the KKK and see these people on a daily basis then you develop a little more credibility to talk about what is really going on.

One of the largest Neo-Nazis groups is located in Southern California. Southern California is the center of neo-nazi life in the United States!  Northern San Diego county, Orange county and San Bernadino county hold the largest concentration of non-KKK but Neo-Nazi Hitler followers.

What I found interesting of the Neo-Nazis were their ability to use Mexicans to commit crimes.  I was visiting a friend in Pasadena, California ( a suburb of Los Angeles) when one night a car load of Mexicans fire bombed an African-American home! 

That doesn't even happen in Louisiana!  When the LAPD tracked down the car, and apprehended the suspects, they were 4 Mexican males!

A Mexican female told me that many of the Neo-Nazi gangs will use the Mexican males to carry out Neo-Nazi bombings! 

The FBI and law enforcement haven't a clue of how to stop this underbelly of hate crime epidemic in America!Ara Law enforcement and main stream media has lazer sharp abilities to analyze, criticize and expose anything negative about the African-American community but blacks are the largest victims of hate crimes in this country and the crimes from other groups aimed at blacks do not appear to get any coverage!  This creates a warped view of crime in this country and who is really doing most of the crime!

The Neo-Nazis came up with this concept of using "tokens" through David Duke's teachings.  The only thing that stopped David Duke from developing an army of non-white Klansman was the fact that Hispanic/Latino is now classified as a heritage and not a race so when they all got arrested and pleaded to be members of the "white" race-this blew up white crime in the U.S. 

Whites were getting blamed for Hate crimes that were being performed by Mexicans or Arabs against minority groups!

I would say that right now, there are some shocking bonds and coalitions being developed by the most unlikely people. 

The KKK and Arab-Americans have a shared hatred of Jews and this has is a very strong bong in the South between Arab business men and the KKK.

 African-Americans in South Central Los Angeles, who have been left jobless due to illegal immigration, have teamed up with the Minute Men(but this isn't based on hate but a desire to secure America), and Neo-Nazis have taken to training gullible Mexicans to act as the military wing of their units in Southern California.

The bringing in of Eastern Europeans from Russia and the Ukraine has also created racial tensions.  It was a Ukrainian skin head who shot and killed Bill Cosby's son in cold blood, while he was changing a tire one night on side the road.

There has been a "Butterfly" effect because now we have East Indian and soon to be Arab state politicians who are being funded by hate political groups and KKK former politicians or business men. The KKK doesn't just have one face anymore.  Flag_2 Jefferson_2

The United States received hundreds of millions in foreign aid last year, after Hurricane Katrina devastated the Gulf Coast. But what happened to the money??? One year later, the fate of international disaster assistance has turned into a tale of inept bureaucracy, diplomatic bungling, and unspent cash.

In the weeks after Hurricane Katrina drowned New Orleans last summer, residents of the Big Easy grappled with the sense that their government had abandoned them. They grimly joked that their beloved city should revert back to French rule. After all, France had swiftly come to the city’s aid in the aftermath of the storm, dispatching supplies and troops, and expressing solidarity with residents. French attempts to help the city, many argued, were far more substantial than what the United States’ own Federal Emergency Management Agency (FEMA) did as Americans withered outside the Superdome in the bayou heat, pleaded for rescue from their rooftops, and perished in their attics.

When France and dozens of other countries pledged hundreds of millions of dollars in cash and supplies to the relief effort, their donations should have helped ease the crisis. Instead, one year after Katrina battered the Gulf Coast, none of the money given to the federal government has made its way to evacuees.

With debris still choking New Orleans streets, a levee system still in need of basic upgrades (even as another hurricane season is upon us), and tens of thousands of Gulf residents still living in FEMA trailers or scattered around the country, the U.S. government has barely touched the funds donated by foreign governments.

Instead, the government has handled the largest influx of foreign aid in memory with foot-dragging, clumsy bureaucracy, and money gone unspent.  {IS THIS "RACISM" OR WHAT???}

When shocking scenes of devastation unfolded on television screens last August, the world was incredulous that the sole superpower could get its own crisis so very wrong. Relief offers poured in from abroad.

China chipped in $5 million. Tiny Brunei gave $1 million. Even countries with little to give dug deep. Bangladesh sent $1 million, Rwanda wired $100,000, and Afghanistan coughed up $99,800. The United Arab Emirates was the biggest donor, doling out more than $99 million. By year’s end, the U.S. State Department had received $126 million from 36 countries and international organizations.

 (Other countries, such as Canada, India, Kuwait, and Turkey chose to donate directly to the American Red Cross or the Bush-Clinton Hurricane Katrina Fund.)

And it wasn’t just cash that poured in. Other countries sent planeloads of tents, blankets, and Meals Ready to Eat, but the United States was ill-prepared to handle the largesse while residents were still trying to evacuate. Some offers were declined.  {DONATIONS, SHOULD "NEVER" BE "DECLINED"!!!}

But oftentimes the government accepted supplies like bandages, food, and cots and then allowed them to sit for months in Arkansas warehouses. According to a report by the Government Accountability Office (GAO) released in April, FEMA and the State Department paid tens of thousands of dollars in warehouse storage fees in the months after Katrina to house unused supplies from foreign countries.  { KATRINA VICTIMS CAN "USE" ALL SUPPLIES THAT WERE DONATED!!!}

The donated cash met a different fate. By late October, the State Department had allocated $66 million of the $126 million in international assistance to FEMA, which then granted it to the United Methodist Committee on Relief (UMCOR), the nonprofit aid arm of the United Methodist Church.

With the funds, UMCOR established Katrina Aid Today, a consortium of nine national aid agencies dedicated to case-management work for Katrina evacuees. But to date, only $13 million has actually been disbursed, and it has been allocated almost exclusively to salaries and training for case workers, "NOT" to evacuees.

As for the rest of the funds, some $60 million languished for more than six months in a non-interest-bearing account at the U.S. Treasury. Had the money been placed in Treasury securities, the GAO report notes, their value would have increased by nearly $1 million by the end of February. Instead, inflation meant the funds actually decreased in value as the government stalled. In mid-March, the Department of State finally agreed to sign over the remainder to the Department of Education for teacher salaries, books, and new school buildings along the Gulf Coast. But the Department of Education has yet to spend a dime. In response to inquiries from Foreign Policy, a spokesperson said that an announcement will be made this week regarding how the department intends to use the money.

The State Department’s ham-handed response to foreign aid has outraged those tracking international assistance. Citizens for Responsibility and Ethics in Washington (CREW), a legal watchdog group, was so disturbed by the government’s shoddy reaction that it filed a Freedom of Information Act request to see State Department documents about the disaster relief. When the State Department failed to comply, CREW filed a lawsuit. The diplomatic cables that CREW subsequently received reveal an acute frustration with FEMA’s inefficiency from American diplomats stationed overseas. “It is getting downright embarrassing here not to have a response to the Estonians on flood relief,” wrote one diplomat in an e-mail more than two weeks after Katrina. “[A]t this point even a “thanks but no thanks” is better than deafening silence.”

To be fair, the State Department was never designed to distribute supplies and funds domestically, although its swift and generous response in organizing relief for foreign disasters such as the 2004 Asian tsunami shows that it doesn’t lack the organizational means. Officials thought that they could accept donations from abroad, and then allocate them to FEMA to handle the logistics. “FEMA was a big bottleneck,” says Anne Weismann, CREW’s chief counsel. Miscommunication and delays in the field got in the way of getting supplies in a timely fashion to the people who needed them. Asked to judge FEMA’s performance in handling aid offers, one GAO official could only lamely muster, “It wasn’t awful.”

Today, though most of the Katrina funds donated from abroad haven’t been spent yet, the State Department has moved on. Nancy Beck, a spokesperson for the department, remarks that because the hurricane hit “nearly a year ago,” the taskforce established to handle foreign donations had “long been disbanded.”

But what if another disaster should occur? Unfortunately, the State Department remains unprepared to handle another outpouring of international generosity. According to GAO officials who recommended that the State Department and FEMA develop new procedures to handle international aid in the future, new protocol is still only in draft form.

Such news is unlikely to provide solace to the many foreign governments that cut checks, or, more important, to the Gulf Coast residents who are still in need of an actionable plan for rebuilding their lives.

“I can’t believe [the money] is still sitting there,” says one foreign diplomatic official who worked on relief efforts in New Orleans shortly after Katrina.

 “Countries gave that money, wanting it to help people affected by the hurricane. It’s a shame.” A smarter approach, perhaps, would have been to bypass the federal government altogether.

That’s what Qatar did in May when it granted $60 million directly to New Orleans universities, hospitals, and charities. With its portion of the cash, Children’s Hospital of New Orleans has already renovated two clinics and picked up the medical bills for hundreds of local children.

 Perhaps Gulf Coast residents should rid themselves of their reconstruction czar and appoint a reconstruction emir in his place.

What happened to the foreign cash for Katrina victims???

NOLAEver wonder what happened to all the foreign donations given to the United States in the aftermath of Katrina? It's not good news.

It turns out that, like so much of the federal response to the crisis, the largest influx of foreign assistance to the US in memory was met with foot-dragging and clumsy bureaucracy.  

{"WHY" is the Government "WITHHOLDING" these  "foreign funds" from the Katrina Victims of NOLA, who so desperately need them for Low Income Housing, Rebuilding, and Reconstruction of their Neighborhoods???}

None of the donated funds has actually made its way to evacuees.

{WHY???  Call a Press Conference and "DEMAND" that the Government give Katrina Victims the money that was "DONATED" by Foreign Countries, before Dubya Gump "DIVERT" the "FUNDS"  to "IRAQ"!!!}

Some of the donated funds were stuck in a non-interest bearing account for nearly six months - so long that they lost value due to inflation. {THIS IS "BULLSH*T!!!}

Back in March, the State Department finally agreed to give a portion of the funds to the Department of Education. When I contacted the DoE recently to find out how they'd put the foreign donations to good use, I was shocked to learn that the money hadn't yet been spent

{Give the money to the Katrina Victims, so they can return to NOLA, and rebuild their lives, homes, neighborhoods, etc.  "Low Income Housing" is desperately "NEEDED"!!!}

Today, the DoE announced that it plans to spend $60 million donated by foreign governments - about half the total received by the federal government - to help rebuild schools on the Gulf Coast. To that, I say kudos; it's money much-needed.

But why so late??? Why did DoE sit on the funds for so long??? Shouldn't those schools have been rebuilt in time for this school year??? {WHAT IS REALLY GOING ON WITH THESE KATRINA FUNDS???}

All this leads me to my larger point that if there's one thing that fills me with righteous anger, it's the inept federal handling of the aftermath of Hurricane Katrina.

I, like so many people around the world who love New Orleans, watched last summer in horror and disbelief as Americans perished in their attics and sat outside the Superdome in the sweltering heat with no relief in sight.

One of the great American cities and many of its inhabitants were left to largely fend for themselves. I was angry then that the levees weren't up to standard. I was angry then that the response by the feds (and yes, the state and local governments, too) was so inadequate and bumbling. And I'm sad to say that today, I'm still angry about the current substandard levee system and an inept response by all levels of government to get New Orleans back on its feet.  

When I was in New Orleans visiting family in May, I couldn't believe the state of the city. So much of the debris hadn't yet been cleared (and still hasn't).

Many neighborhoods were as deserted as they were when they were 12 feet under water. Sure, there were a few signs of progress. Shops were reopening, and nearly all of them were hiring. Trash, for the first time in months, was actually being picked up by the city - though the unpredictable schedule was classic Big Easy.  

What's so infuriating about the slow pace of reconstruction is that so many eager people want to return, rebuild, and renew. It's not for lack of desire, and it's not for lack of resources. The feds have committed more than $110 billion to Gulf Coast's recovery, but less than half of it has been spent.

According to a recent Bloomberg report, the GAO estimated that "of an initial $6.3 billion spent by FEMA as of mid-February, as much as $1.4 billion was wasted".

I hope that the DoE actually gets those foreign funds down to the Gulf Coast and spends them wisely and appropriately. There are plenty of people who are depending on it.

Last year, Americans met a massive human tragedy with a massive opening of our homes and our hearts. But as we enter the 12th month of this ongoing crisis in the Gulf Coast, it is clear that charity alone won’t do.

For too many of those whose lives were uprooted and overturned by Hurricane Katrina, the horrors of those first awful weeks in the fall of 2005 have given way to new fears, new struggles and new displacements.

Many are not much better off than they were 12 months ago; some are arguably worse off. They are trying to rebuild their lives, to prevent the loss of their battered homes, to find jobs and to take care of their children. But despite the initial outpouring of support, those who were left behind in August 2005 are being left behind again. 

This is the second crisis of Katrina.

How did it come to this? Why, when our individual actions exemplified such deep empathy and compassion,has our collective response fallen so short? Why, when we did so much as individuals to knit afabric of community around those who lost everything, do we find our national safety net in such tatters?

The government bears a large share of the responsibility. We entrust the safety net of government services with taking care of people most at risk.

It is supposed to be the collective extension of our individual values of care and compassion, of our fierce sense of responsibility to our neighbors—be they next door or thousands of miles away. The aftermath of Katrina gave us a sobering look at the health of that safety net.

We can blame our leaders. But it would be disserving and dishonest to stop there. We must acknowledge that we bear responsibility when the government falls short of our values. And we have a duty to do everything in our power, now and going forward, to make things right.

Righting the ever-accumulating wrongs will require more than generosity. Averting the second crisis of Katrina will not be accomplished by individual acts of compassion; it will be accomplished only by collective acts of civic and political engagement. Standing by those left behind in the aftermath of Katrina means paying attention to initiatives that directly address rebuilding and recovery in the Gulf. 

It means being on the lookout for legislation that, under the guise of making room in the budget for the costs of the rebuild, cuts social programs for all Americans. It means speaking out against national or local actions that undermine survivors’ chances of returning home, or that fail to support them in starting over elsewhere.

Unfortunately, the Democratic Party and mainstream media have let the ongoing tragedy slip from public view. After the “anniversary” hoopla dies down, the tens of thousands of people who are still suffering may disappear again.

But we must not let our efforts rise and fall with the headlines. There are people in real need, every day. And there is an impressive array of worthy groups, advancing just demands,that we must continue to support.

The Common Ground Relief Collective and People’s Organizing Committee are two groups on the ground that deserve our backing and investment.

So do Families and Friends of Louisiana's Incarcerated Children (FFLIC), Advancement Project, the Mississippi Worker’s Center for Human RightsPeople’s Hurricane ReliefSave Our Selves CoalitionHaliburton Watchthe National Association of Katrina EvacueesCritical Resistance , Louisiana Advocates for Environmental Human Rights and many others.

Nearly 60,000 people have joined ColorOfChange.org , an online advocacy organization we launched in the immediate aftermath of Katrina. Making smart use of the internet, our members have fought for housing assistance, unemployment insurance and voting rights for Gulf Coast evacuees. Anyone can join by signing up on the website.

Another key group is the Katrina Information Network , an online action center and information clearinghouse for all things related to the disaster and its aftermath. Through www.KatrinaAction.org, you can send emails to your representatives, including FEMA. KIN also wants concerned people to pressure officials by sending emails to comments@whitehouse.gov and calling Congress at (202) 224-3121.

Fairness and Accuracy In Reporting (FAIR) has an online kit with contact information for media outlets and sample letters . The toolkit is designed to help people push the news media to tell the real story of Katrina and its aftermath. By calling your local news and radio talk shows, and by writing letters to the editor, we can increase the number of fair stories and reports.

The Opportunity Agenda has produced an impressive array of fact sheets and policy proposals that can be accessed online.

That is just a small sampling of the organizations deeply engaged in this work, when the TV cameras have moved on and the pundits have switched topics. These groups deserve our respect—and a higher level of support and engagement from us.

Because in the end, this crisis demands that we attend to more than just the Gulf Coast and the survivors. This second crisis calls for a deep, longstanding and personal commitment to attend to this ailing democracy itself.

It requires supporting grassroots activists and their just demands. It requires letting government representatives know that they have our support when they choose to servethose in need, and letting them hear our disapproval when they choose not to.

It means participating in the democratic process as if others’ lives depend on it—because they do. 

If we rise to the challenge, the rest of the story of Hurricane Katrina will not just be about Americans at our best. It will be about America at its best.

And the survivors of this unspeakable catastrophe surely deserve nothing less than that.

Hoaxsters dupe crowd with bogus HUD announcement!!!

Two members of the Yes Men, a group of environmental and corporate ethics activists, duped business executives and some news organizations earlier today when they posed as top HUD officials and announced the agency planned to renovate several housing developments now slated for demolition.

One of the men said they set up the hoax after receiving an e-mail solicitation from Equity International -- the group staging the conference -- in search of conference speakers. They responded by saying HUD secretary Alfonso Jackson would like to speak, after which Jackson was placed in the conference lineup after Gov. Kathleen Blanco and Mayor Ray Nagin.

The two men, one of whom posed as a HUD "deputy special assistant" Rene Oswin and the other as Oswin’s press secretary, showed up at the Pontchartrain Center in Kenner this morning and told organizers that Jackson couldn’t make the event, and that they w
