The picture isn't too clear so it's hard to say.  However, without the visual I am stumped!  Never heard of spinning horse hair.  Unless it's the horse that the Mongolians ride.  I don't know the name of the breed but that's the only one I can think of.  Although those horses usually don't have the nice conformation that this one has.
