Here's a perceptual shake-up for you: According to Reader's Digest, the most polite major world city is our own New York City, famed though it might be for being a place when people slap taxis and declare that they're walking here:
Along the way, the reporters encountered all types: men and women of different races, ages, professions, and income levels. They met an aspiring actress, a high school student, a hedge-fund analyst and two New York City police officers. And guess what? In the end, four out of every five people they encountered passed RD's courtesy test -- making New York the most courteous city in the world. Imagine that.
The least courteous city? Mumbai, in India. You may insert your own "the explains the call center service" joke here, but be aware that that's probably not very polite.
The New York thing doesn't actually surprise me much. I go there a lot on business and aside from one incident fifteen years ago when someone half-heartedly attempted to mug me (it didn't take -- long story) I've found New Yorkers to perfectly friendly and polite, which is to say, like most people you'd find in most places (in the US, anyway).
Canadians, don't feel too bad: Toronto came in third.

This doesn't suprise me. I think the general, everyman American is remarkably polite. Note that this survey measured the every day niceties of personal interaction, like holding the door for people, or helping pick up dropped items. Where I think Americans fail is in the larger view. They seem to have lost sight of the fact that the words 'politics' and 'politeness' come from the same root.

New Yorkers are very polite. I stopped on the street once to tuck my shirt in my pants and 15 guys ran up to help me!
