de facto segregation:  racial segregation that happens by circumstance rather than by legal requirement.  Something in fact (de facto), not by law (de jure).  Example:  When Blacks are concentrated in a neighborhood, the schools will be predominantly Black or segregated.  The busing of school children to different districts during the 1970s was meant to correct this situation.
