Subject: Incubation from San Diego, California.
You may have seen recent news reports of a case of bubonic plague here. There were, in fact, three cases. The reason that the other two cases weren't reported is because the FBI and Center for Disease Control are still investigating foul play. Apparently, soon after showing symptoms of the plague, the two other victims were kidnapped by their ambulance driver and trapped in a meat locker downtown for nearly 72 hours before being rescued.
Our contact in the local CDC team says that if the plague had been allowed to incubate even one more day, it could have advanced into the far rarer pneumonic or septicemic forms: highly contagious, incredibly lethal.
It's our theory that Mercury came here after news of the first plague case, detected and intercepted the next victims after they became infected, and then imprisoned them for the purpose of incubating these rarer plague strains.
We have not made direct contact with Mercury during our time in San Diego, but we assume he will return for the prisoners soon. We have the crime scene under observation and will report again when we've sighted him.
