The trillion U.S. dollars ($1E012) being spent and expected to be spent on Iraq is important, but look at where it is spent.  It is spent in defense industry, machinery, food products, aircraft, military equipment, research and development (the military wants robotics, better targeting, better sight systems, better communication systems, full scale computer training for simulated experience in leadership, organization, communication and equipment use for all aspects of military life including tanks and infantry--just think, the SIMS of military life), and paychecks, and many things of U.S. society.  When the reporters complained about the lack of armored Hummers (Humvees) that was another two billion dollars spent to improve the U.S. capability in Iraq.  The United States should start seeing new things from the spending within the United States industry that has been flush with fresh spending.

Iraq is going to have to kick start its economy and pay for itself, and this is expected, so what is needed in Iraq is banking and economic law in order to have reliable trade practices.  This means should Iraq want to be credible to the world, they are going to need credible government and business practices: it really is about reputation.  When the United States was created Congress had to create law that ships docking in U.S. ports could not be under false flags or papers, because we wanted credible trade and not pirate ports, it really is about reputation and credibility.
